It's really simple using the free software gimp.

Click "Circle/Ellipse Select" tool.

Select the face — Make an ellipse with the ellipse selection tool over the person's face

Click Filters > Blur > Pixelize... — Click

Pixelize...

Choose size of pixels — Enter pixel width.

The pixel height should be automatically the same.

Nice job! Now the person's face is pixelated and can't be recognized! — Nice job!
